Assessment of the Effectiveness and Sustainability of the Active Citizens Fund Results
The aim of the study was to assess the effectiveness and sustainability of the results achieved under the EEA and Norway Grants “Active Citizens Fund” (ACF) in Latvia, as well as to examine how the programme’s support contributed to the development of civil society organisations (CSOs) and public engagement.
The study analysed 167 projects implemented by 134 CSOs between 2020 and 2024. It also assessed the impact of ACF support on organisational capacity, advocacy, civic participation, cooperation, and organisational development. Particular attention was paid to the results and changes that remain after the completion of projects and to the conditions needed for their further development.
Oxford Research Baltics analysed project results and achievements, assessing the effectiveness of ACF support and the sustainability of the results achieved. The study also examined the longer-term impact of the projects on CSOs and their activities.
