Evaluation of the mid-term results of the action “Support for social entrepreneurship” and the development of proposals to improve the legal framework and support measures

The aim is to evaluate the selection and support system of companies included in the Latvian Register of Social Enterprises, the social impact of businesses and to provide proposals for improving existing financial support and regulatory framework.

The study evaluates the social enterprise status granting criteria and the social enterprise status granting process, as well as the conditions and consequences of losing the social enterprise status specified in the Social Enterprise Law. The state support system for social enterprises and other available support mechanisms have been evaluated. The social impact created by social enterprises in Latvia was evaluated, and needs were identified so that the social impact of social enterprises could be measured and identified, as well as foreign experience in measuring social impact. The creation and operation of the Register of Social Enterprises were evaluated. Proposals have been made for improving the social enterprise regulation, for specific activities for various parties involved in order to improve the support system of social enterprises, as well as for the introduction of new methodologies in the planning and evaluation of the impact of social enterprises.
