Development of an Evaluation on Human Capital Skills Development and Innovation – Cooperation Models for Fostering Innovation in Latvia’s Eastern Border Region

The aim of the evaluation was to identify opportunities for human capital skills development and innovation promotion in Latvia’s Eastern Border Region, with a particular focus on cooperation models that could contribute to the region’s development.

The evaluation examined human capital and innovation development within the broader context of the innovation system, focusing on cooperation and interaction between organisations and institutions at the national, regional and municipal levels. The analysis covered human capital and innovation planning and governance in Latvia, the Latgale Planning Region and municipalities in the Eastern Border Region, the region’s socio-economic situation, as well as international experience and cooperation models for human capital and innovation development.
