The aim of the evaluation was to assess the implementation and impact of the Law on Reducing the Consumption of Products Containing Plastic, including the achievement of its objectives and its impact on different target groups.
The evaluation examined the social, economic and environmental aspects of the implementation of the law, including the reduction of littering and trends in the consumption of single-use plastic products. The impact of the law on producers and retailers, packaging and waste management operators, as well as consumers was assessed, including its monetary and economic impact and the potential impact of administrative penalties on producers.
In addition, the evaluation examined the introduction of alternative solutions and changes in consumption patterns, as well as the objectives and expected results set out in EU legislation and Latvian planning documents. Based on the research, conclusions were developed on the impact of the law, along with proposals for improving its provisions and implementation practices.
